When the human (edit: and Giganto!) characters in the video game Legend of Dragoon gain a dragon stone they become dragoons and get certain dragon qualities including wings and various elemental powers. I'd argue that that qualifies them as dragons in their own right, or at least true dragons' lesser cousins.
