In Dragon Age, the witches of the wilds (the ones we've seen so far anyway) - Morrigan, Flemeth, and Yavana - can all shapeshift into dragons. Kieran, Morrigan's son, has the soul of an old god who manifests as a dragon.

And it's heavily implied that Alistair has some dragon blood-related magic in him.
